The community has not given IANA or ICANN permission to override
RFC 1034.
These kinds of vague, blanket pseudo-legal assertions are unhelpful and
off-topic in an operational mailing list, I think. People who want to
talk about registry policy would be better off engaging at ICANN, or
finding equivalent venues for policy specific to individual ccTLDs.
