I think that's also the point that Paul Vixie was making about BIND9,
and yet, DNS-OARC's "odvr" server claims to bind BIND9, but serves
non-authoritative cached data even when RD=0.  I am don't know how to
reconcile the observed behaviour with the expected behaviour reported
by you and Paul.
