As far as I can tell, the reason why I noticed this was a difference in a 
behaviour between development version of BIND 9 and “others” where named would 
return CNAME + NODATA while others returned NODATA. I probably would not notice 
if the development version hadn’t had the change that tried to hide QTYPE until 
after zonecut.

So, I think your severity and priority assessment is on spot. An itchy spot 
that I had to scratch…
