I guess most operators already have such a status page, which for DeNIC is at

(and also at https://status.denic.de, but the alternative URL above worked last 
week during the incident).

I find it important that the information on the nature of an DNSSEC incident is 
communicated as soon as possible, and maybe that we have a written "Best 
Practice" document, similar to or maybe part of a DPS (DNSSEC Practice 
Statement, RFC 6841).
