I don't think other WG will care enough for this draft, maybe the
chairs can request reviewers from the above WG’s.
I’d be interested to know what others think about this.
I disagree with Tiru: I think other WGs *will* care about it. It could
go in the TLS WG, but I suspect it will get moldy there waiting for TLS
1.3 to finish. I think SAAG could take this on, or maybe spin up a
short, narrow WG for it.
