Having been more closely involved in improving this text, I agree with Paul.  
This is useful text.

I think that Ben's push here is a laudable attempt to reduce duplication of 
text, particularly with the view of providing a canonical reference for early 
data in DNS.  However, I would prefer some duplication over a less than 
complete DoQ specification.
