I feel I'm disagreeing here. But it depends on whether the statement
says that "Internet Access Providers SHOULD provide a DNS resolver" or
"End users MUST use the IAP's DNS resolver". (I would agree on the
first interpretation, not the second: it's not our business to claim
that third-party resolvers are good or bad, the Internet is
permissionless, people MAY use 3rd-party resolvers.)

Not just IAP, everyone. Against the big GAFA resolvers, we do not need
a big European resolver but many of resolvers.
