The 153.in-addr.arpa zone is managed by APNIC, not ARIN. I am able to
look up the SOA record of 109.153.in-addr.arpa:
% dig +short 109.153.in-addr.arpa soa
dns1.vsnet.ch. root.dns1.vsnet.ch. 2022081000 3600 1800 1209600 3600
