But, OTH, we could scale back the root nameserver infrastructure.
The root nameserver infrastructure is scaled as it is for DDoS defence,
not because of current typical traffic levels (junk queries or otherwise).
There is also no formal infrastructure in place to support RFC 8806 at
scale, nor to generate the signalling to tell any RFC 8806 mirror that a
new zone is available. If there was, it would also need signficant DDoS
protection.
