As discussed earlier, ICANN conducted an RSTEP review of a proposal by
the .travel registry to introduce <TLD>.name domain names. The technical
evaluation, which considers concepts that apply across the board,
studied the technical impact of having top-level domains registered
under other domains.

The evaluation has today been published at:

Its finding, in part, is "the likelihood and materiality of effects on
security and stability concludes that it does not create a reasonable
risk of a meaningful adverse effect on security and stability."

There is detailed information on the methodology and testing involved in
the review. It showed that the problem does in fact exist, but the
prevalance is sufficiently small to be considered not to be material.
