Well I can confirm that the following did *not* work for me for version 1.3.3:

setLocal("0.0.0.0:53", { tcpFastOpenSize=10 })

But I finally tracked down the older options, and this *did* work for version 
1.1.0:

setLocal("0.0.0.0:53", true, false, 10)
