It sounds like you might be hitting some rate limits towards those servers from your resolvers. Do you know how many queries you send their way during normal operation. Have you tried to reach out to the operators of those servers to discuss if they could change the rate limits? It often helps to ask nicely. It's hard to give you any specific advice when you are not sharing which servers that are not always responding properly.
