just my $0.02... but
I just pointed my dnsmasq daemon to 65.39.196.215 and was able to use it
without any problems... and I don't use them as an ISP.
what type of dns query are you attempting that is causing the "refused
to do a recursive search" error?

Hi, Rob,
Thanks! I am using 65.39.196.215 as well at the moment, but in my Bering
uClibc daemon.log and almost everyday, I get the following:
Aug 25 09:47:23 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 10:01:45 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 10:12:55 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 10:40:50 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 12:43:15 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 14:11:56 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 15:30:49 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
Aug 25 17:27:23 ns1 dnsmasq[26961]: nameserver 65.39.196.215 refused to do a
recursive query
I use dnsmasq out of the box!?
I contacted my ISP and they say that they don’t allow “recursive” query!
Cheers, Kwon
