It won't work, the length field in DHCP options is only 8 bits. There is a standard way to get longer options (RFC 3396) but dnsmasq doesn't generally support it. In this case, you may be able to simply split the static routes into multiple dhcp-option=249,...... lines and have it work. Worth a try.
