Why restart (which involves a long stop and start) when you could just e.g. killall -HUP dnsmasq?

Also, you could use -H (-addn-hosts) and place your doubleclick-to-localhost and other mappings in a custom hosts file rather than edit /etc/hosts.

Using instead switches mentioned on the man page probably requires
editing /etc/dnsmasq.conf first.
