It's a pity that the dnsmasq logs seem to have dumped lots of useful lines. Executive summary here is that dnsmasq WILL NOT offer dhcp4 unless configured to do so, so you need to chase the openWRT configuration system to find where the relevant configuration is being generated, and alter that. If you can get complete logs, dnsmasq always logs all IPv4 and IPv6 ranges that it's offering with DHCP.
