As a temporary work-around, I patched dnsmasq to treat the first part of the DHCP option (so the 1) in a special way if the option equals 78 + insert the value at the head of the DHCP request (as for the SIP server option). I can prepare and submit a patch, but I guess you have a more generic solution in mind?
