I strongly second the separation of serving zones and verifying them; I
would go even further and suggest that one should refrain from specifying
this as a hard requirement, however beneficial this might be (as has been
seen in operational experience)
One might envision a BCP-style document that outlines some procedures for
verifying large delegation masses -- effectively documenting the procedures
in place at among other some ccTLD management bodies.
