This change-of-default is analagous to the change to limit recursion to
the local network.  This change will break many working configurations,
but the danger of open recursive nameservers is so high that the cost of
having a lot of configurations stop working after a software upgrade is
bearable.

So it is, in my view, in the case of leaking RFC 1918 addresses.  Yes, it
will mean you can't always copy a config file and get expected behaviour.
Yes, it will break working configurations after a software upgrade.  But,
for the good of the internet community, we have to be willing to do the
"tough love" thing from time to time.
