Recent events have shown (and there may be yet more to come) that DNSSEC is gaining steam, and there's a fair amount of upcoming operational experience to be harvested. So it sounds like a good idea to start working a revised draft now, but be aware that it might be worth taking the time in the process to gather feedback from the field, and not be too hasty in pushing for a final document.
