The DNSOP group has considered but never adopted a draft (nor any
documented promoted to RFC) that defined what split DNS is. Without
a definition of split DNS, commenting on its complications for
multi-homed devices will probably cause rat holing.
The group has to define split DNS.

As I haven't read the above document and although I do have a sketchy
appreciation of the issue, I'll withhold any comments on said (unread
by me) document until I can get the time. It looks interesting.
