That's excactly what was done in the draft.
There was just a mistake of putting the word "non-cooperative" where
"cooperative" was meant in the first sentence. And then continues to
describe the non-cooperative case.

There's realy nothing to describe in the non-cooperative case.
If your DNS provider wants to screw up, he can. Be warned. Be consious
about it, and sign a good contract with your DNS provider to prevent him
from screwing up. That's the only advise we can give.
