Also, the request from Andrew Sullivan to have "stable" references is
reasonable (it would be better to have "stable" references) but it is
a "nice to have", it is not mandatory in IETF processes here (RFC
6761, section 4 does not require it, nor any general RFC or IETF
process document does, for instance RFC 2223 - or its never-approved
successor - does not mention that requirment).
