Not quite true. From the perspective of the protocol, a TLD is a TLD. From the 
point of view of the system, a ccTLD is different than a gTLD, e.g., the 
operational requirements are not the same.

If the goal of the document is to clarify the protocol-specific terminology 
without operational considerations, then simply saying TLD is probably enough. 
(I don't have a strong opinion.)
