It feels like this discussion is based on some peculiar and likely incorrect 
assumptions about the evolution of root service.  Progression toward hyper 
local distribution of the root zone seems like a useful and natural sequence.  
However, the source of the copies of the root zone will almost certainly remain 
robust and trusted.  The current system has evolved carefully over a very long 
period of time.  Recursive resolvers are configured with a hints file and start 
up fetching the current set of root servers.  (This is the priming process.).  
The evolution that’s needed as more and more recursive resolvers fetch complete 
copies of the root zone is simply the strengthening of the distribution process.

The root server operators have been spending quite a bit of time thinking about 
the future.  One important result is the recent RSSAC report, RSSAC 037, 
https://www.icann.org/en/system/files/files/rssac-037-15jun18-en.pdf .  This 
focuses on possible changes in their governance and doesn’t speak directly to 
the issues here, but it’s part of a larger process of looking at the future.

It seems to me very reasonable for this group  to say what you would like in 
the way of an evolving root service and distribution system.
