I have a different use case for private TLDs and that is in teaching material. 
We give a DNS class at a university here and in examples you cannot be 
restricted to .example as TLD because you need more than one TLD. And then you 
cannot rely on domain names that you can buy. The private two-letter codes are 
perfect for that.
