Three items.

Leap seconds should be ignored when calculation and displaying
expiry time. For timeouts far in the future leap seconds cannot
be known.  For timeouts in the near future the number of leap
seconds since epoch may not be known, similarly leaps seconds
in the near future may not be known.

"MUST only display parentheses for one or more hash values;”
just needs to be removed.  It is way too overly prescriptive.

It will be useful for the server to update/delete existing
TIMEOUT records when a new TIMEOUT record with a different
expiry time is added.
