clerical error.

I don't recall documentation or even recollection of why those entries
changed from one draft to the next. I do recall a great deal of editing
of that table, including taking out a lot of second level tags that didn't
belong in it,
In any event, the underlying references make it quite clear why
Bernie's fixes are the right ones.
