Section 1.1 needs to use the updated BCP 14 boilerplate.  See RFC 8174.

Section 3.2 uses "NOT REQUIRED", but this isn't BCP 14 language.  I'm not
sure what the fix is here.  Should that be a SHOULD or MAY?
