Put another way: yes, DELEG records are extensible.  Just like the DNS
is with new RRTYPEs.  But we've proven already (and DELEG is an example)
that trying to assume adding a new RRTYPE or DELEG flag may require
fundamental changes in processing regardless of how that new flag is
encoded.  Extensibility != easy deployability.  It *can* but it
shouldn't be assumed that all future simple on the wire changes of any
type won't require major code overhauls to handle it.
