How many people know when a recursor does or does not generate an EDE? And
what if there is a proxy in front of the recursor.

EDE is nice to have for debugging. But its use seems mostly for expert homan
consumption and not so much by tools or ordinary users.

That suggests that we don't have to worry too much about the allocation of
EDE code points. If somebody needs one, they can get one. If somebody
else relies on text strings then that is fine as well.
