it is a number and it always changes in a predictable way. Or when the
publisher of the value has documented somewhere what it means.

It's fine if in fact you know that it's a number and it always changes in a predicable way, but that's a fairly strong assumption. Databases use all sorts of things to identify version numbers, e.g., a hash of the last applied update.
