From a quick read of the latest happy eyeballs draft, I note that it says SVCB/HTTPS queries should be performed immediately before A/AAAA, but doesn't say the client should wait for the SVCB/HTTPS response before issuing the others. So, I think the general effect will be similar. I will make a general observation of the effect of Happy Eyeballs in the draft. Shumon.
