I just uploaded a new version of the document. I made the following
changes:

- Added text on stubs (following the discussion on v6ops)
- Added text on fragmentation/resolution failure due to MTU black-
  holes and broken fragmentation.
- Some minor editorial/wording things.

I would appreciate it if people could give the document another read.

The convention I have lived with is that 'b' is bit and 'B' is byte although 
some say 'b' is 1000 and 'B' is 1024; I prefer to see it spelled out

could do with a reference; and should it be EDNS(0) as in the References?

Is that Japanese ideograms in the Authors Addresses?
