Section 5.1 of this draft says "It not yet decided if the "internal" top-level 
domain should be added to the list of special-use domain names", but it then 
goes and gives all the values for the template as if it should be added. 
Further, many people responding earlier wanted the DNSOP WG to adopt this draft 
explicitly to allow for .internal to be added to that registry because some 
developers rely on that registry for advice.

I'm not saying that the WG should or should not adopt this draft, but if it 
does, I would hope that it uses the opportunity of RFC publication to add 
.internal to the SUDN registry. The history in the draft is useful, 
particularly the parts that show that there were open public comments on the 
SSAC document before it went to the ICANN Board.
