Because it's an incompatible change, it's hard to implement if you have separate signers, and because it is not a problem. If it were a problem, we'd be seeing strings of NANOG messages saying why is my DNS resolver hanging, not a small trickle of confused questions to the BIND maintainers. I hope they reply "you have run into one of the many implementation limits in any DNS software, so don't do that". It's the same thing they would say to someone who complains that their long CNAME chain doesn't work.
