I had faint hope that the 'generalized' attribute of 'generalized NOTIFY' would support use cases outside of the existing scopes :) For what it's worth, PowerDNS Recursor already supports off-label usage of NOTIFY, to indicate that the recursor should remove any cache entries it has for zone named in the NOTIFY.
