First of all, thank you for sharing the explanation. I glanced
through the reviewer's comments and then read version -10 of the draft.
There are good things in the draft, in my opinion, e.g. the
"geographically diverse and operate under different routing policies"
in Section 4.1. The "Technical requirements for authoritative name
servers" are, from what I understand, used for the DNS Root Zone and
top-level domains which fall within the scope of IANA. Some of the
audience of the draft might not have access to similar resources to
implement those requirements. Furthermore, the constraints might be different.
