Ah, there is some good questions there but the inverse of what you're thinking. The axfr/ixfr/xot schemes in the newly proposed scheme draft is really AXFR/IXFR over DNS of some flavor. But we don't actually specify what is transferred over HTTPS. I didn't actually mean Doh -- I meant transferring the zone file in presentation format itself. But that isn't actually stated anywhere, so I'll open an issue for that. AXFR over DoH is likely possible today without specification change? I'll defer to the DoH experts there.
