I'm very supportive for the publication of this document. We did a PoC in Yokohama to show benefits for customers and today the problem is even bigger and still waiting for a solution. Blocking events are increasing (e.g. piracy shield, parental controls mandatory in amny legislations, csam filtering) but still users are not aware of the blocking reason and in case of Over blocking they don't know who to complain. Even more in case of over blocking by design a general user cannot understand the blocking reason and eventually make a protest with his representative to ask for a blocking rule improvement. This standard would improve transparency and awareness for a better internet.
