Not in my opinion, because the registry could query DNS if need be.

That's always a difficult question with trade-offs to be considered. Take 
for instance the IDN-over-EPP BoF in DC: the existent disparity of 
IDN-information provisioning (which drives to the problem you mention) 
wasn't considered a danger enough to move us to standardize the submission 
of IDNs.
