the server asserts policy a.
the client asserts policy b.

in epp we chose not to provide an in-session mechanism for negotiation.
we did discuss negotiatian via setup/teardown till agreement or exhaustion.

but independent of the session semantics, there is the client claim of
binding policy on the server, just as there was with "privacy".

since i don't have an interest this is just a note in passing, and i'll
go back to lurking.
