If your concern is DNS server load, you have your logic backwards.
Most of the examples of IN-ADDR queries you mention are the result of
rather questional activities.  We would be better off if *fewer*
IN-ADDR queries would be performed in the first place.  Just answering
them faster isn't that helpful, IMHO.
