FYI --

This version tries to capture most of the IESG comments received so far, in particular the dialogue with Thomas Narten.

I've yet to hear from him whether the current text is OK, but in the meantime I'd encourage the WG members interested in this doc to take a look especially in section 4.4 and appendix B. The main change has been to move background discussion of additional data to the appendix.

(Remember, the document is already beyond IESG evaluation, so there can't be substantial revision, but if there are any errors etc.
in there, these could probably be fixed.)
