I'm afraid that I have to agree with Stephane on the incompleteness part.

I am quite green in IETF matters compared to most of you guys, but I
was under the impression that an individual presenting a draft to a
wg, could only do that if the draft was nearly done, unless it's a
request for the wg to take over the document. Did I get that all
wrong?

I appreciate the political issues in presenting this draft, but aren't
we (the wg) wasting our time? How many more drafts will we see before
we should actually bother reading the draft again?
