I'm afraid that I have to agree with Stephane on the incompleteness part. I am quite green in IETF matters compared to most of you guys, but I was under the impression that an individual presenting a draft to a wg, could only do that if the draft was nearly done, unless it's a request for the wg to take over the document. Did I get that all wrong?
I appreciate the political issues in presenting this draft, but aren't we (the wg) wasting our time?
