Public bug reported:

The JIRA Gnome-Do plugin will throw the following exception at startup
if it can't reach the JIRA server.

This prevents Gnome-Do from starting up.  Could you simply catch this
exception and not index the JIRA issues if the server can't be reached?
That way, at least the other features of Do can still be used.
