Our configure checks are all based on checking versions of stuff such as
gmcs.  This is a little fragile, as distros may well be fixing bugs
without bumping the reported version string.

The normal way this would be handled in autofoo is to write tests which
actually compile some code, and check that it works.  It'd be nice to do
this for our various gmcs tests.
