This isn't really a bug. The "Copy To..." action is available for all
items in Do. There is no way for a plugin (yet) to define what the
default action is. The best solution is just to manually select the
"chat" action the first couple of times, and from then on, using the
relevancy data, Do will automatically select the "Chat" action by
default.
