About us

eGovernment is defined as the use of information and communication
technology in public administrations combined with organisational
change and new skills in order to improve public services and
democratic processes and strengthen support to public policies. The
potential of eGovernment goes far beyond the early achievements of
online public services. It is therefore understandable that
eGovernment has been defined as a priority in the eEurope 2005 Action
Plan.

However, many barriers and obstacles need to be overcome and sizeable
investments are needed. Change processes in organisation and culture
take time: it can take several years before the combined investment
in ICT, organisation and skills deliver the full benefits.

There is a plethora of open research issues in eGovernment. R&D needs
to address networked technology that complements the diversity of
organisations and cultural practices. An example is in managing the
identity of citizens and companies across administrations and
countries. Advanced technology is needed to provide for smarter,
personalised, time-saving interaction with clients, whether they are
computer-literate or not. And economic research is needed to better
understand eGovernment benefits.

Results from advanced R&D into the combination of technological and
organisational innovation can help the public sector to renew and
transform itself. It also provides knowledge for the ICT software and
services sector in Europe.

The transformation of public administrations that eGovernment entails
will encounter resistance. Therefore strong political leadership and
commitment is needed, guided by a long-term vision on the
contribution of the public sector to Europe in the knowledge society.
Forward thinking and innovation should be combined with concrete
deliverables and results in the shorter term. Exchange of good
practice and cooperation between administrations at all levels can
accelerate adoption and bring savings by re-using proven concepts and
solutions.

Europe needs a world-class public administration that makes its full
contribution to the Lisbon goals through high quality and innovative
public services for all. The IST R&D activities will help meeting
this need.
