Aim
---

The aim of this ESF Workshop is to bring together e-voting
specialists
working in academia, government and industry in order to

- Formulate the issues involved (technology, law and politics) in
implementing e-voting. - Report on implementations, their legal,
organisational and technical framework, the project experience made
and future plans. - Analyse the effects of e-voting on our democratic
system and voter behaviour.


Topics
------

The idea of this workshop is to discuss the development in this field
in a 3-day workshop with 2 tracks that deal with the topics from a
theoretical view as well as real-world case studies.

- Implementation issues of e-voting, whether technical or legal,
preferably combined with their application in real or test elections.
- Social and political analysis of the effects of electronic voting.


Venue

The workshop "Electronic Voting in Europe" will be held in
Bregenz/Austria (Lake of Constance). There will be no parallel
sessions and sufficient space will be given to informal
communications.

The working language of the workshop will be English.

Contributed papers
------------------

The full paper submissions will be subject to a double-blind review.
Electronic submissions shall be made through the platform provided at

The 4th European Conference on e-Government (ECEG 2004) will be run
this year as a European Union conference as part of the Irish
Government's Presidency of the EU.

The conference will be run at Trinity College Dublin on June 17-18.
The closing date for abstract submissions is 13 February and a full

Authors of papers which are selected will receive a personal
invitation from the Irish Government to present at the conference .

It has taken a long time to confirm the date and the venue with all

of academic papers. In addition to academics, we are expecting to
have representatives at the conference from all 25 countries which
will then be part of the EU. We are also expecting 4 Ministers of
State and a number of EU Commissioners to be present. This should be
a very interesting networking opportunity for all of us.

Call for Abstracts and Chapters

This edition will be the second part of the textbook "Community
Informatics. Community Networking: Approaches. Prospects. Tools".

The first part of the book was published in 2003 in Russian and
English as a part of the Community Informatics Open Source Archive
(http://ci-text.researcher.at) and  was focused on the experiences of
using information and communication technologies (ICTs) for locally
based community and civic development (broadly defined) in a global,
but particularly developed country context.

The second part will in large part present a wide range of
theoretical and practical experience, which has been accumulated in
CIS countries in the area of Community Informatics.  Community
Informatics is a rapidly growing interdisciplinary approach which
includes concerns for community Internet access, community
information, online civic participation and community service
delivery, community economic development, training and learning
networks, and telework among other areas of interest.

We are looking for papers focusing on the experience in Russia and
the Commonwealth of Independent States on the issue areas listed
below among others:

1.      ICTs and community and social development
2.      e-government, e-governance and e-democracy
3.      e-enabled local economic development
4.      e-education and e-learning
5.      using ICTs in civic activities
6.      local information systems
7.      e-enabled local media and content production

We welcome accounts of both theoretical and applied research, as well

of successful localized ICT developments, citizen's media and
community communication issues.

In addition, the volume will include a limited number of high quality
theoretical articles which will provide an overall vision and
overview on the current status, problems and perspectives of
Community Informatics as the discipline is developing globally.

Thus, the overall objective of the book is to provide an introduction
to advanced research on the objectives, practices and dynamics of
Community Informatics as it is being expressed across all types of
social institutions and media.

Authors should initially submit short or extended abstracts of no
more than 1500 words or completed papers for an initial review by
March 1, 2004.  Final papers will be due no later than April 1, 2004.


Submissions will be accepted in either English or Russian and should

Works submitted in either Russian or English will be translated into
the other language and the book will have both Russian and English
editions.

Participatory Design (PD) is a diverse collection of principles and
practices aimed at making technologies and social institutions more
responsive to human needs. A central tenet of PD is the direct
involvement of people in the co-design of the systems they use.

The Participatory Design Conferences, held every two years since
1990, have brought together a multidisciplinary and international
group of software developers, researchers, social scientists,
designers, activists, practitioners, users, citizens, cultural
workers and managers who adopt distinctively participatory approaches
in the development of information and communication artifacts,
systems, services and technology.

Participatory design approaches have been used in traditional
application domains (such as computer systems for business, health
care and governmental) and are also relevant in emerging areas such
as web-portal design, e-government services, community networks,
enterprise resource planning, public (and other) CSCW (computer
supported cooperative work) systems, social administration &
community development, university/community partnerships, tele-
health, communities of practice and political
deliberation/mobilization (e-democracy), digital arts and design,
scholarship and teaching with mediated technologies (e-learning) and
the experience of a sense of place (Environmental Psychology)
cultural production and cultural institutions. We further welcome
submissions that explore the relationship between PD approaches and
the design of ICT (information and communication
technology)infrastructures like open source projects, standards,
protocols, new media, policy, broadband and WiFi (Wireless Fidelity)
networks and the like, and how in turn they may enable and constrain
the possibilities for participation.

Participatory designers of ICT-applications may learn from, and,
hopefully contribute to, work in other fields, such as community and
organizational development, architecture, urban planning, policy
development, media, design and art, especially insofar as these
fields increasingly use ICTs.

Participatory design approaches can be applied in various social
settings such as local communities, government agencies, civil
society, NGOs, schools and universities, companies, trade unions,
etc. each with its own distinctive stakeholder arenas and power
relations.

The overall theme of the 2004 conference, "Artful Integration:
Interweaving Media, Materials and Practices" describes a central
reality of participatory design. It recognizes that an essential
ingredient in design practice is the working together of multiple,
heterogeneous elements. Whereas conventional design approaches
emphasize the role of the designer and the creation of singular
‘things’, artful integration calls attention to the collective
interweaving of people, artifacts and processes to achieve practical,
aesthetic or emancipatory syntheses. The conference will include the
inauguration of the "Artful Integrators Award" for exemplary work in
participatory design.

We invite contributions on all aspects of participatory design,
especially those that address concerns discussed above. Share your

The Editors of the Journal of E-Government invite submissions for
articles, book reviews, and commentaries for the Journal, which is
published by Haworth Press beginning spring 2004. The response to the
initial Call for Papers for the first volume consisting of four
issues has been overwhelming. As a consequence, the Journal has
decided to introduce a rolling submission deadline. Thus, there will
be no specific deadlines to follow and submissions are encouraged at
any time. However, it should be noted that in order to ensure
consideration for a specific issue of the Journal, submissions should
be received approximately three months prior to publication date.

Papers may be on any aspect of e-government, ranging from local to
national and international initiatives and developments. We stress
that we welcome and encourage articles from practitioners of e-
government and industry experts as well as researchers in the field.
We seek a broad range of case studies, research articles,
commentaries, reviews, and industry notes relevant to the evolving
field of e-government. Submissions are encouraged from all allied

your proposed presentation, an informative title for your
presentation, and brief biographical details. At this international
meeting, we regret that we cannot normally contribute towards travel
or subsistence expenses for speakers. Because speaking or panel slots
are limited in number, you are advised to get your detailed
propositions in as soon as possible to avoid disappointment.
